You can only get 1 building slot for every 5 pops on the planet, and refineries only give 1 job each, so by definition they can only make up a maximum of 20% of all jobs on the planet. With ~200 minerals per month you'd need 100 years to get the equivalent of 12'000 minerals in bulk. You're better off taking 12k and reinvesting it into mineral production. Have to remember that is 200 minerals before upkeep, which is fairly easy to get to. Once you get a bit higher, it really starts to pay off.
